Violations, Complaints and Fines

The Declaration’s Use and Development Restrictions section, which begins on page 16, details rules about dogs, cats, trash containers, signs, commercial and recreational vehicles, mailboxes, lot maintenance, swimming pools, nuisances and “offensive practices,” among others.

Please note that the Executive Board will respond to any neighbor complaint and reserves the right to initiate action independently of a complaint.

The Executive Board has established the following penalty schedule for rules violations:

  • 30 days after first notice: $25 fine.
  • 60 days after first notice: an additional $50 fine.
  • 90 days after first notice: an additional $50 fine and 15% interest for all unpaid fines.


After 90 days, the board reserves the right to initiate legal action.

Please note: Section 5315 of the Pennsylvania Uniform Planned Community Act states that a homeowners’ association “has a lien on a unit for any assessment levied against that unit or fines imposed against its unit owner from the time the assessment or fine becomes due.”
